Partner Day - Thoughts and unspoken thoughts on responsibilities in a context of accelerated natural risks: What are the legal, insurance, and acceptability issues?

The Risk Institute, PARN, and IRMa are organizing their partner day, which will be held on Thursday, October 2, 2025, at the IMAG Auditorium - Saint-Martin-d'Hères University Campus.

The increasing frequency and intensity of natural disasters raises questions about the distribution of responsibilities among the various actors and stakeholders: the State, local authorities, insurers, and civil society.

In this context, everyone's obligations and rights are determined by legal frameworks, constantly evolving case law, and insurance frameworks. The issue of liability and the concept of acceptable risk are becoming central, although they are still rarely addressed today.

So how does the current legal framework enable the management of liability related to natural hazards? How can the general framework be reconciled with specific local circumstances? What changes are needed to improve prevention and protection while empowering the relevant stakeholders?

This study day for partners, co-organized by the Risk Institute, PARN/Pôle Alpin Risques Naturels, and IRMa/Institut des Risques Majeurs, aims to take stock of these issues and put into perspective the feedback and different points of view of professionals, elected officials, state and local government services, researchers, and experts.
