Coding Public Issues: Mobile Applications and Citizen Participation

Ksenia Ermoshina is a researcher at the Center Internet and Society (CNRS) and holds a PhD in socio-economy of innovation. She defended her thesis in the Center for Sociology of Innovation at the Mines ParisTech in November 2016. Her thesis, entitled “Armed with Code: from Public Problems to Technologies,” is dedicated to the development and usage of mobile and web applications for citizens and activists in Russia and France and analyzes how the design of these tools shapes and transforms civic participation and communication with authorities

Based on multi-site fieldwork, her presentation explores the development and usage of so-called "citizen" applications. Instead of examining the reuse of existing platforms for activist purposes, this research delves into the innovation process that is both social and technological—specifically, the "coding" of citizen issues. At the intersection of the sociology of science and technology and the sociology of public problems, this study follows several urban applications, exploring the process of translating "everyday experiences" of urban spaces into the classification and creation of mobile interfaces.
